Complementary innovation strategies
Work within this part of work package is divided into 6 milestones, therefore activities to be carried out are also divided into milestones as follows:
Milestone 1 (start - June 2005)
Detailed working plan and definition of innovation strategy elements in relation to urban policies and spatial planning and description of innovation strategy process of metropolises by Culminatum. Cities are responsible for local involvement of different stakeholders and establishing advisory boards. Culminatum prepares instructions for gathering existing materials in every metropolitan area. Every partner is responsible for gathering material in his own metropolitan area. Transnational workshop for partners in Tallinn (6/2005) is organised by Culminatum.
Milestone 2 (July - December 2005)
The local co-ordinators/cities are responsible for local consultation of the framework and responsible for delivering local results to WP co-ordinator. Local work and process is started in accordance with the instructions received and two local meetings/workshops are to be organised by cities. Startegy work in every metropolitan area is be based on the local circumstances. Local descriptions of the city's role in innovation policy in different metropolitan areas in relation to the national urban context is prepared by cities/local co-ordinators. The results of local consultation are to be analysed and utilised in a transnational workshop organised by Culminatum in St. Petersburg (12/2005). Culminatum afterwards delivers the second draft of the common framework to all partners.
Milestone 3 (January - June 2006)
Cross sectoral approaches of innovation and urban policies in relation to the vertical integration of these policy sectors are described and analysed in terms of common strategies, measures and tools in different metropolitan areas by cities/local co-ordinators. The differences and similarities between the metropolitan areas in this respect are described and analysed by the WP co-ordinator. Two local workshops and two local advisory group meetings are organised by all the cities/local co-ordinators in different metropolitan areas as well as one national seminar in the metropolises is organised by cities/local co-ordinators.
Milestone 4 (July - December 2006)
The elements of transnationally complementary elements in the local strategies are analysed from the point of view of the metropolises. Two local advisory group meetings are organised for these purposes. At the same time the existing transnational cross-border strategies, models and tools (e.g. Oresund region, Euregio) are in the focus. Every city describes and analyses the existing transnational complementary elements and identifies the elements needed in the nearest future and delivers these results to Culminatum. The WP co-ordinator develops the common framework towards the first draft of the innovation strategy manual (strategy elements, strategy process). Elaboration of the draft in the transnational workshop in Helsinki (12/2006) is organised by Culminatum.
Milestone 5 (January - June 2007)
In this phase the main emphasis of the local work is laid on integrating transnational elements into the local strategies. Every city/local co-ordinator is responsible for carrying out this work in his own metropolitan area and for organising two local advisory board's meetings. For these purposes a transnational seminar is also organised together with the WP5 for all the partners and relevant stakeholders in Copenhagen (6/2007) by Culminatum and the City of Copenhagen.
Milestone 6 (July - December 2007)
The strategy drafts finalised by the metropolises, at least 3 of them ready for public consultation. Local drafts elaborated in 2 local advisory board's meetings organised by the cities/local co-ordinators. A transnational workshop organised by Culminatum in Tallinn (10/2007) for partners in order to self-assess the process and to prepare further activities. The manual finalised and published by Culminatum and disseminated in the transnational conference organised by the project leader and by the WP co-ordinators in Brussels (11/2007). Local dissemination of the results by cities/local co-ordinators.
