Work within this part of work package is divided into 5 milestones, therefore activities to be carried out are also divided into milestones as follows:
Milestone 1 (Start - June2005)
Local partners (co-ordinating partners) provide description of existing pre-phase clusters in the metropolitan areas and analyze the possible consequences of the described pre-phase clusters introduced as clusters in different metropolises. Selection of 3 clusters for deeper transnational analysis per region. The decision of the clusters is taken in the project management meeting (6/2005) based on the local reports and proposals.
Milestone 2 (July - December 2005)
SWOT analysis of selected clusters are done for the transnational cluster development purposes. Each city/local co-ordinator is responsible for these analysis. Clusters and their status of maturity will be taken account in participating metropolitan areas in the analysis. Description and analysis of existing models and tools to foster the selected clusters in the metropolitan areas will be produced by the local partners. The WP co-ordinator is responsible for creating a common definition of clusters for the transnational interest.
Milestone 3 (January - June 2006)
Transnational thematic groups for cluster development models are created and the WP co-ordinator is responsible for that. Each metropolitan area nominates an expert from the selected clusters for each thematic group. The extablished thematic groups are following: 1) clusters and spatial planning, 2) business creation and public sector procurement, 3) transnational forms of functional division of labour. Deeper analysis of existing models and tools in these thematic areas are produced in terms of selected clusters. The local co-ordinator is responsible for delivering these analyses to the WP co-ordinator. These reports and analysis are developed in two thematic groups' meetings in Oslo (2/2006) and in Stockholm (6/2006) organised by the WP co-ordinator. The analysis include proposals for cluster development and transnational network activities in defined clusters.
Milestone 4 (July - December 2006)
Creation of transnational concepts, best practices and tools related to the thematic areas and selected clusters. The tasks are carried out in thematic groups. The WP co-ordinator is responsible for organising the workshops and reporting the results. The thematic groups are planned to meet in three workshops organised by the WP co-ordinator in Malmo, Berlin, Helsinki (8/2006, 10/2006, 12/2006). On the basis of local analysis and results of the transnational working groups the WP co-ordinator creates a concept for developing technology priorities in the metropolitan areas in relation to the transnational co-operation. The role of the metropolises in the national innovation and urban system has to be considered in the concept.
Milestone 5 (January - June 2007)
Based on the created partnerships and a common understanding concrete proposals for transnational cluster development activities there are joint programmes initiated. The joint activities are prepared at the transnational workshop in Warsaw (3/2007). The WP co-ordinator is responsible for preparation of the final report. The results of the work are disseminated and the proposals for joint activities presented to the project partners in Copenhagen (6/2007).
