Riga is the capital of the Republic of Latvia, the state's administrative and political centre and the largest city in the Baltic States. Riga accommodates 742 200 inhabitants which is almost one third of the total population of Latvia.

The city is the largest region and has the leading position in terms of country’s economic activities. Due to its geographical location on the Baltic Sea, Riga has been an important centre of trade, finance and culture for centuries.

There are 25 universities and other institutions of higher education in Riga which is about 80 percent of all higher educational institutions in the country. Therefore Riga is also attracting most of the students in the country with 67 000 students out of which 3 100 PhD students. 700 professors or chairs and 4 000 other academic staff are working in the higher educational institutions.

Innovation policy in Latvia is defined on national level in the National Innovation Concept (2001) and the National Innovation Program for the years 2003 – 2006.

Two science and technology parks and five business incubator units are located in Riga.
